What LMPC Actually Governs
The Legal Metrology (Packaged Commodities) Rules, under the Legal Metrology Act, 2009, control how pre-packaged goods are labelled so buyers can trust and compare what they’re purchasing — separate from whether the product itself is safety-certified.
Why Importers Can’t Skip It
Any entity importing pre-packaged goods must register as an “importer” with the relevant state Controller of Legal Metrology before the goods clear customs — this sits alongside, not instead of, product certifications like BIS or CDSCO.
Enforcement Is State-Level
Import registration is generally obtained once for pan-India sale, but inspection and enforcement sit with each state’s Legal Metrology department — a label that passes in one state can still be flagged in another if it’s not fully compliant.

A product-safety certificate does not cover labelling. BIS, CDSCO or WPC approval confirms your product is technically safe — it says nothing about whether the packaging declares MRP, net quantity or origin correctly. The two run on separate rulebooks and separate enforcement, and a product can be fully certified yet still held at customs for a label violation.
