What EPR Actually Requires

Extended Producer Responsibility shifts the cost and logistics of collecting and recycling a product after its useful life onto whoever produced, imported, or branded it — not the government or the consumer. It currently covers e-waste, plastic packaging, batteries, tyres and used oil in India.

Who Sets the Rules

The Ministry of Environment, Forest and Climate Change sets the policy framework, while the Central Pollution Control Board and state pollution control boards administer registration, annual targets and return filing for each waste category separately.

It’s Not a One-Time Filing

EPR isn’t a certificate you get once. It’s an ongoing obligation — annual collection targets to hit, recycled-content thresholds to meet, and yearly returns to file for as long as you keep selling the product.

What’s changed in EPR compliance recently

FY 2025–26Recycled-content target raised for rigid plastic packaging. Category I rigid plastic packaging now carries a 30% minimum recycled-content requirement — this needs to be reflected in both sourcing decisions and annual EPR filings.

FY 2024–25Annual return filing window extended. The deadline for filing FY 2024–25 EPR annual returns across e-waste, plastic, battery and tyre categories was pushed to December 31, 2025 — filing calendars shift most years, so we confirm the current window each cycle rather than relying on a fixed date.

Common questions about EPR authorization

Do I need EPR if I only import, not manufacture, in India?

Yes. EPR obligations apply to producers, importers, and brand owners alike — the rules deliberately don’t exempt importers, since the responsibility follows whoever places the product on the Indian market.

Can one authorization cover both e-waste and battery EPR?

No. E-waste, battery, plastic, tyre and used-oil EPR are governed by separate rules with their own registration, targets and reporting formats — each needs its own authorization even for a single product.

What happens if I don’t meet my annual collection target?

Shortfalls can result in environmental compensation payments and closer regulatory scrutiny going forward. We build target planning around realistic sales projections from the outset to avoid this, and flag shortfall risk well before the filing deadline.

What is a PRO and do I need one?

A Producer Responsibility Organisation is a third-party entity that handles the actual physical collection and recycling logistics on your behalf. Most brands work with a PRO rather than building in-house collection infrastructure — we help identify and coordinate with one.

Is EPR a one-time registration or does it renew?

Registration itself is typically a one-time step per category, but it comes with an ongoing obligation — annual targets to meet and yearly returns to file for as long as the product stays on the market.
