What FMCS Is

The Foreign Manufacturers Certification Scheme is how the Bureau of Indian Standards grants an ISI mark licence to a factory outside India, under the BIS Act, 2016. It covers every product with an Indian Standard except the electronics and IT products that fall under BIS CRS registration.

Why It Matters for Exporters

When India places a product under a Quality Control Order, it can only be imported with the BIS Standard Mark under a valid licence. Shipments without it are held at customs. The licence belongs to your factory, not your importer, so you control market access for every buyer in India.

How Approval Works

You apply online on BIS’s Manak Online portal with an Authorised Indian Representative. BIS officers inspect your factory abroad and draw samples, which are tested in India to the Indian Standard. After a satisfactory report and fee payment, BIS grants the licence, typically in about six months.

How It Works

Your FMCS licence in five tracked stages

BIS’s average is about six months from a complete application. Most of the delay we see comes from incomplete files, inspection scheduling and sample shipping, which is what we plan for from day one.

Standard, Readiness & AIR

We confirm the Indian Standard, check your production and in-house lab against BIS’s product guidelines, and help you nominate an AIR who meets BIS rules.

Month 1

Online Application

The application, AIR nomination and documents are filed on Manak Online with the fee. We answer BIS’s queries until the application is recorded.

Month 1–2

Factory Inspection Abroad

BIS officers visit your factory to verify manufacturing and testing and draw samples. We prepare your team, documents and visit logistics.

Month 2–4

Testing in India

The drawn samples are shipped to a BIS or BIS-recognised lab in India and tested to the Indian Standard. We handle lab deposit and follow-up.

Month 3–5

Grant, Guarantee & Marking

After fees, BIS grants the licence. You sign the agreement and indemnity bond, furnish the USD 10,000 guarantee and mark products with the Standard Mark and CM/L number.

Month 5–6

Authorised Indian Representative

Your AIR: the person BIS holds responsible in India

Every FMCS applicant must nominate an Authorised Indian Representative. BIS requires the AIR to be resident in India, preferably a graduate who understands the BIS Act, with no conflict of interest with the testing labs. The AIR signs on to compliance with the licence conditions, their name is endorsed on the licence, and they help BIS draw market samples from your imported consignments.

If you have a branch or office in India, BIS prefers its head or a senior employee as AIR. Without one, you can nominate any person legally appointed by you on your letterhead. An AIR can represent only one foreign manufacturer under BIS schemes, except for companies in the same group or a related importer.

Changing your AIR has to be reported to BIS in advance, and your licence must never be left without one. Non-cooperation by the AIR can lead to suspension of the licence.

Most delays are avoidable with the right preparation before the application is filed.

Using Home-Country Test Reports

BIS doesn’t accept reports to IEC, EN or other standards, or from labs abroad. Samples are tested in India to the Indian Standard.

Importer Applies Instead

Under FMCS, only the manufacturer can apply. Licences are per product standard and per factory.

Lab Not Equipped for the IS

Your factory lab must be able to run the tests in the Indian Standard, with calibrated equipment and trained staff.

Inspection Visit Not Planned

Officer visas, travel and the visit schedule take time. Late arrangements push the whole timeline.

Samples Stuck in Transit

Drawn samples must reach the Indian lab safely, with testing charges paid by the applicant. Customs paperwork needs planning.

Missed Reporting or Guarantee

Licensees report production and dispatch monthly or quarterly, and the bank guarantee must be extended six months beyond each renewal.

Common questions from overseas manufacturers

What is BIS FMCS certification?

FMCS, the Foreign Manufacturers Certification Scheme, is the Bureau of Indian Standards scheme that grants an ISI mark licence to a factory located outside India. It covers products with an Indian Standard other than the electronics and IT products under BIS CRS registration.

Is a BIS licence mandatory to export products to India?

For products notified under a Quality Control Order, yes. They can only be imported into India with the BIS Standard Mark under a valid licence, and shipments without it are held at customs. Can an importer apply for the BIS licence instead of the manufacturer?

No. Under FMCS only the foreign manufacturer can apply, and the licence is granted to the factory. Your Indian importer can, however, be nominated as your Authorised Indian Representative if it is related to you.

What does FMCS certification cost?

BIS fees include a ₹1,000 application fee, ₹7,000 per man-day for the factory visit plus the officers' tickets, visa, insurance and per-diem, a ₹10,000 contingency fund, testing charges in India, a ₹1,000 annual licence fee, the advance minimum marking fee for the product and a USD 10,000 performance bank guarantee. Can I use my existing IEC, EN or home-country test reports?

No. BIS only accepts testing to the relevant Indian Standard, and samples drawn during the inspection are tested only in BIS or BIS-recognised laboratories in India. Your existing reports are still useful to check readiness before you apply.

Will BIS officers visit our factory abroad?

Yes. BIS officers visit the factory to verify manufacturing and testing facilities and to draw samples. The applicant pays the visit charges and the officers' travel, visa, insurance and per-diem as per BIS norms. BIS also carries out surveillance visits after the licence is granted.

What is the USD 10,000 performance bank guarantee?

After the licence is granted, the foreign manufacturer signs an agreement and indemnity bond and furnishes a Performance Bank Guarantee of USD 10,000 from a bank with an RBI-approved branch in India. At renewal, the guarantee must be extended to six months beyond the new validity.

How long is an FMCS licence valid?

The licence is first granted for one to two years and can then be renewed for up to five years at a time, with production details, the extended bank guarantee and the applicable marking fees. A ₹5,000 late fee applies if renewal is applied for after expiry.
