BIS CRS Registration

BIS CRS registration in India — from lab test to R-number.

Electronics, IT, LED lighting, batteries and solar products on the BIS compulsory list can’t be made, imported or sold in India without a CRS registration. We take Indian and overseas manufacturers from lab testing to an issued R-number, and act as your Authorised Indian Representative when you need one.

What BIS CRS Covers

The Compulsory Registration Scheme is run by the Bureau of Indian Standards under Scheme II of the BIS (Conformity Assessment) Regulations, 2018. Products are notified by MeitY, by MNRE for solar PV, and by the Ministry of Chemicals and Fertilizers. A notified product can’t be made, imported, stored for sale or sold in India without the BIS Standard Mark and its R-number.

Who Must Register

The manufacturing factory, for each brand it makes, whether it’s in India or overseas. Brand owners and importers are covered through the factory that makes their product, and marketplaces ask for a valid R-number before listing notified goods.

How Approval Works

CRS runs on self-declaration. Your product is tested at a BIS-recognised lab, you declare that production matches the tested sample, and BIS grants the licence without a routine factory audit. A single product typically clears in 4–8 weeks.

How It Works

BIS CRS registration in five tracked stages

These follow the steps on the BIS portal. We run each one, so your team only ships samples and signs documents.

1

Scope & Standard

We confirm your product is notified, identify the exact IS standard and version, and plan series testing so the fewest samples cover the most models.

Day 1–2
2

Portal Login & Test Request

The factory is registered on the BIS portal with its business licence in English, and a test request is raised with a BIS-recognised lab.

Day 2–6
3

Samples & Lab Testing

Samples reach the lab within 60 days of the test request. The lab tests to the Indian Standard and issues the report, which we check before you verify it.

Week 1–5
4

Application Filing

Filed within 90 days of the test report, with the undertaking of conformity, brand documents and AIR papers for overseas factories.

Week 5–6
5

Grant & Marking

BIS grants the licence with your R-number. Products and packaging carry the Standard Mark before import or sale, and we track renewal dates.

Week 6–8
Documents & Fees

What you’ll need, and what BIS charges

The exact checklist depends on your product and factory. Government fees are fixed by BIS and paid on the portal.

Documents Usually Needed

  • Factory business licenceIn English or with a certified translation, showing the factory address and manufacturing scope.
  • Trademark certificate or brand authorisationProving the right to use the brand name that appears on the product.

  • Product detailsModel list, ratings, critical components and label artwork.
  • Signed undertaking of conformityIn the BIS format, signed by the manufacturer and the AIR where applicable.
  • AIR nomination, for overseas factoriesThe Authorised Indian Representative’s appointment and identity documents.

Overseas Manufacturers

BIS CRS for factories outside India

A factory outside India applies for BIS CRS in its own name, the same as an Indian factory, but must appoint an Authorised Indian Representative (AIR). The AIR is resident in India, signs the undertaking alongside the manufacturer and is BIS’s point of contact for the life of the registration.

We work with factories in China, Taiwan, Hong Kong, South Korea, Japan, Vietnam, Thailand, Malaysia, Europe and the United States. We plan sample shipping, coordinate with the Indian lab and run the portal in English, so you don’t need anyone on the ground in India.

Within India, we support manufacturers and importers in Delhi NCR, Noida, Gurugram, Mumbai, Pune, Bengaluru, Chennai, Hyderabad, Ahmedabad, Kolkata and every other state.

Bizpro as Your AIR

We can act as your Authorised Indian Representative, so you don’t need an Indian entity to register.

Why BIS CRS applications get held up

Most rejections and resubmissions come from a handful of avoidable mistakes.

Test Report Expires

The application has to be filed within 90 days of the report. Missing documents at that stage can mean testing again.

Brand Name Mismatch

The brand on the label, test report, trademark papers and application must match exactly, including spelling and spacing.

Wrong Standard Version

Some products, like TVs and UPS units, now accept a newer standard. Testing to the wrong one wastes weeks.

Licence Without Manufacturing

A trading licence, or one without the factory address, is rejected at portal login.

Wireless Approval Forgotten

CRS covers safety only. Bluetooth and Wi-Fi products also need WPC ETA, or customs will still hold them.

Marking Applied Wrongly

The Standard Mark with the R-number must follow BIS labelling guidelines on the product and the packaging.

Quick Answers

Common questions about BIS CRS registration

BIS CRS (Compulsory Registration Scheme) is a mandatory registration run by the Bureau of Indian Standards under Scheme II of the BIS (Conformity Assessment) Regulations, 2018. If your product is on the notified list, it cannot be manufactured, imported, stored for sale, sold or distributed in India unless it meets the specified Indian Standard and carries the BIS Standard Mark with your unique R-number.
73 product categories are currently notified, mainly by the Ministry of Electronics and IT (MeitY), plus solar PV products notified by MNRE and three chemicals notified by the Ministry of Chemicals and Fertilizers. They include laptops, mobile phones, power banks, adaptors, LED lamps and luminaires, TVs, CCTV cameras, smart watches, wireless earphones, Bluetooth speakers, UPS units, lithium batteries and solar modules. Search the full list on this page.
Most single-product registrations take 4 to 8 weeks from sample dispatch to grant. Lab testing is usually the longest stage, and sample shipping and customs clearance add time for overseas factories. Multi-model or multi-standard products can take longer.
Under BIS's fee structure effective 4 June 2018: an application fee of ₹1,000, an annual licence fee of ₹1,000 and an application processing fee of ₹50,000, which includes one test report. Each additional test report costs ₹20,000. GST is charged on top. Micro enterprises and start-ups get 80% off the processing fee, small enterprises 50% and medium enterprises 20%. Lab testing charges are paid to the lab separately.
Yes. Factories outside India apply in their own name and must nominate an Authorised Indian Representative (AIR) resident in India, who is accountable to BIS for the registration. Bizpro can act as your AIR.
No. The registration is granted to the manufacturing factory, for a specific brand and product. An importer or brand owner gets coverage through the factory that makes the product, so each factory making your brand needs its own registration.
A new registration is granted for two years. You can renew it for 2, 3, 4 or 5 years at a time. Renewal for more than two years carries an extra ₹25,000 processing fee for each additional year.
Not always. Once a product is registered, more models of the same brand from the same factory can be added through an inclusion, with a ₹30,000 fee including one test report. BIS series guidelines also let a representative model be tested for a family of similar models in many cases.
No routine factory inspection is needed before grant. CRS is based on a test report from a BIS-recognised lab plus your self-declaration of conformity. BIS can still pick samples from the market and act if a product fails.
BIS CRS covers electrical safety only. A product with a radio, such as a phone, smart watch or Bluetooth speaker, also needs WPC ETA approval, and equipment connecting to a telecom network may need TEC (MTCTE) certification. We file these in parallel with your CRS registration.
