What LMPC Actually Governs

The Legal Metrology (Packaged Commodities) Rules, under the Legal Metrology Act, 2009, control how pre-packaged goods are labelled so buyers can trust and compare what they’re purchasing — separate from whether the product itself is safety-certified.

Why Importers Can’t Skip It

Any entity importing pre-packaged goods must register as an “importer” with the relevant state Controller of Legal Metrology before the goods clear customs — this sits alongside, not instead of, product certifications like BIS or CDSCO.

Enforcement Is State-Level

Import registration is generally obtained once for pan-India sale, but inspection and enforcement sit with each state’s Legal Metrology department — a label that passes in one state can still be flagged in another if it’s not fully compliant.

What Must Be On the Label

Missing or incorrect declarations are the single most common reason shipments get held at customs or flagged at retail inspection.

A product-safety certificate does not cover labelling. BIS, CDSCO or WPC approval confirms your product is technically safe — it says nothing about whether the packaging declares MRP, net quantity or origin correctly. The two run on separate rulebooks and separate enforcement, and a product can be fully certified yet still held at customs for a label violation.

Common questions about LMPC registration

My product already has BIS certification — do I still need LMPC?

Yes. BIS certifies the product’s technical safety; LMPC governs what’s declared on the packaging. They’re assessed under entirely separate rules, and having one doesn’t substitute for the other.

Can I just add a sticker to my existing global packaging?

In most cases, yes — a compliant sticker declaring the required Indian-specific information (MRP, net quantity in standard units, importer details, country of origin) is an accepted route, provided it’s legible, permanent and doesn’t obscure existing information.

Do e-commerce-only products need LMPC compliance too?

Yes — packaged commodities sold through e-commerce are subject to the same mandatory declarations as products sold in physical retail, with declarations required on both the package and the online listing.

Is LMPC registration a one-time process?

The importer registration itself is typically a one-time process for pan-India sale, but every new product variant, pack size or label redesign needs to be re-checked against the current declaration requirements before launch.

What if my product is a weighing scale, not a packaged good?

Then you likely need a Model Approval Certificate instead of (or alongside) LMPC — this covers the accuracy and design of the measuring instrument itself, a separate requirement under the same Legal Metrology framework.
