What the ISI Mark Is

The ISI mark is the Standard Mark granted by the Bureau of Indian Standards under Scheme I of the BIS (Conformity Assessment) Regulations, 2018. For products covered by a government Quality Control Order, it’s compulsory: they can’t be manufactured, sold, imported or stored for sale in India without a valid BIS licence and the ISI mark.

Who Needs This Licence

Every factory in India that makes a notified product, with a separate licence for each product standard and each factory location. Overseas factories making the same products apply under the Foreign Manufacturers Certification Scheme (FMCS) instead, which we also handle.

How the Licence Works

Unlike CRS, the ISI mark is factory-based. BIS checks that you have the manufacturing set-up, process control and in-house testing the standard demands, tests your product, then grants a licence. After that, BIS runs surprise factory and market surveillance for as long as you hold it.

Option 1 vs Option 2: the two ways to get an ISI licence

Both lead to the same licence. The difference is whether the factory is inspected before or after BIS reviews a lab test report.

Avoid Delays

Why ISI licences get delayed or suspended

Most problems come from the factory set-up and record-keeping, not the product itself.

Lab Doesn’t Match the Standard

Missing or uncalibrated test equipment is the most common inspection finding, and it stops the grant.

Old Test Report

For Option 2, a report more than 90 days old at filing usually means testing again.

Wrong Standard Version or Variety

The licence only covers the varieties granted. Selling others with the ISI mark is a violation.

Missed Fees or Renewal

Unpaid annual fees or a renewal filed after expiry can defer renewal or lead to suspension.

Surveillance Sample Fails

BIS draws samples from the factory and the market. A failure can suspend the licence until corrective action is accepted.

Factory Moves Without Notice

On relocation, use of the Standard Mark must stop and BIS must be informed. The new site needs verification.

Common questions about the BIS ISI mark

The ISI mark is the Standard Mark granted by the Bureau of Indian Standards under Scheme I of the BIS (Conformity Assessment) Regulations, 2018. It shows a product conforms to its Indian Standard. For products covered by a Quality Control Order it is mandatory: they cannot be manufactured, imported, sold or stored for sale in India without a BIS licence and the ISI mark.
BIS currently lists more than 600 product standards under compulsory certification, across cement, steel, cables and electrical goods, household and kitchen appliances, LPG cylinders and stoves, tyres and helmets, chemicals, textiles and footwear, fasteners and hardware, cookware, toys and furniture. BIS's general target is about 1 month under Option 2, where the application is filed with a valid lab test report, and about 4 months under Option 1, where the factory is inspected first. Both run from a complete application; queries, inspection scheduling and pending fees can add time.
BIS charges a ₹1,000 application fee, ₹7,000 per man-day for the factory inspection, and a ₹1,000 annual licence fee plus the annual minimum marking fee fixed for your product. Lab testing is paid to the lab. GST applies, and BIS offers marking fee concessions for micro and small enterprises, start-ups and women entrepreneurs. In most cases, yes. BIS expects the manufacturer to have the manufacturing set-up, process controls and testing facilities required by the Indian Standard and its product guidelines, so routine tests can be done in the factory. We check your lab against the standard before you apply.
ISI (Scheme I) is a factory-based licence with inspection, in-house testing and ongoing surveillance, used for products like cement, steel, cables and appliances. CRS (Scheme II) is a registration based on a lab test report and self-declaration, used mainly for electronics and IT products such as mobile phones, adaptors and LED lights. Your product's Quality Control Order decides which applies.
Yes, but not through this domestic route. Factories outside India apply under the Foreign Manufacturers Certification Scheme (FMCS), which includes an inspection of the overseas factory and an Authorised Indian Representative. Bizpro handles FMCS applications too.
The first licence is granted for up to two years. It can then be renewed for up to five years at a time through Manak Online, with production details and the applicable fees, as long as it is renewed before it expires.
Yes, BIS requires a separate application for each product (each Indian Standard) and for each factory location. Different varieties under the same standard can usually be covered in one licence.
You mark products with the ISI mark, the IS number and your CM/L licence number. BIS then runs surprise factory surveillance visits and market sampling, and you pay annual fees. Failing samples or violating licence conditions can lead to suspension or cancellation.
