WPC ETA approval for wireless devices — by self-declaration, valid for life.
Bluetooth speakers, earbuds, smartwatches, Wi-Fi routers, laptops, RFID readers and IoT devices need Equipment Type Approval from DoT’s WPC Wing to be imported, sold or used in India. For license-exempt devices it’s now granted on self-declaration. We check your bands, review or arrange RF testing, file the application and deliver the certificate.
What ETA is, and who needs it
What It Is
Equipment Type Approval is issued by the Wireless Planning & Coordination Wing of the Department of Telecommunications. It confirms a wireless device meets India’s radio frequency rules for de-licensed bands.
Who Needs It
Manufacturers, importers and brands of any product with a radio in a de-licensed band, from phones and laptops to speakers, earbuds, cameras, printers and short-range devices.
Self-Declaration
Since September 2024, ETA for every license-exempt wireless device is granted on self-declaration, except radar, jammers, drones and satellite equipment.

Self-declaration for every license-exempt device DoT OM, 9 Sep 2024
DoT decided that ETA for all wireless devices made license-exempt by Gazette notifications is granted on self-declaration. You file on the portal with documents and fee, and download the certificate once the application is submitted.
Licensing moves to the Telecommunications Act, 2023 From 25 Jun 2026
Saral Sanchar stopped taking new applications under the Indian Telegraph Act for licences, registrations and permissions, which now go to DoT’s new Authorisation Portal. ETA self-declaration is currently listed on the eServices portal; we track which portal applies when you file.
Radio Equipment Possession Authorisation From 6 Aug 2026
Applications for possession authorisation under the new Radio Equipment Possession Authorisation Rules opened on the Authorisation Portal. This is separate from ETA and applies to radio equipment that isn’t license-exempt.
6 GHz Wi-Fi in self-declaration 2026
The lower 6 GHz band was de-licensed and can now be declared in ETA self-declaration, opening the route for Wi-Fi 6E and Wi-Fi 7 products. A device updated to use 6 GHz needs a fresh ETA rather than an amendment.
Your WPC ETA in five steps
With self-declaration there’s no waiting for DoT’s review. Once the application is submitted and paid, the certificate is downloaded. The work is in getting the RF test report and details right.
Band & Product Check
We confirm every radio module in the product works only in Indian de-licensed bands and isn’t one of the four excluded types.
Day 1RF Test Report
An RF test report from an accredited lab covering each radio module, plus technical literature. Existing reports are reviewed for India’s band limits.
Day 1–10Portal Registration
The applicant company registers on DoT’s portal with email and mobile verification, and adds its authorised contact.
Day 1–2Application & Fee
Company, equipment and RF test details are entered, documents uploaded and the ₹10,000 fee paid through Bharatkosh.
Same dayUndertaking & Download
The signed undertaking is uploaded with mobile OTP, and the ETA certificate is downloaded from the dashboard. It’s valid for life unless revoked.
On submissionWhat you’ll need for a WPC ETA
From DoT’s ETA service page and applicant manual.

- Technical literatureDatasheet or user manual showing the frequency bands, output power and model details.

Most wireless products need more than one approval
WPC covers the radio. Other regulators cover safety and network connection, and customs checks all of them.
BIS CRS
Bluetooth speakers, earbuds, smartwatches, phones, laptops, CCTV cameras and many other wireless electronics also need BIS CRS registration. See BIS CRS.
TEC (MTCTE)
Equipment that connects to India’s telecom network, such as routers with SIM or cellular modules, gateways and switches, needs TEC certification under MTCTE.
DGFT Import Clearance
DoT’s circular makes ETA holders responsible for getting any DGFT NOC or clearance before import. ETA covers RF compliance only.
WPC ETA for imported wireless products
Who Applies
The importer or an authorised Indian representative can apply, with an authorisation letter from the manufacturer. Customs can accept their self-declaration to clear shipments.
Use Your Existing Reports
RF test reports from accredited labs abroad can often be used. We check the tested bands and power against India’s de-licensed limits before filing.
Plan Before Shipping
Get the ETA, BIS and any DGFT clearance in place before goods reach an Indian port, so they aren’t held at customs.
WPC ETA filing for businesses across India
ETA is filed online with DoT’s WPC Wing in New Delhi, so we handle it for manufacturers, importers, e-commerce sellers and brands anywhere in India, including:
Common WPC ETA mistakes
Bands India Doesn’t Allow
A module tested only to another country’s band plan, or using frequencies outside India’s de-licensed limits, can’t be declared.
One Module Missed
Products with Wi-Fi and Bluetooth, or a cellular and a Bluetooth module, need every radio covered in the test report.
Excluded Product Types
Radar, jammers, drones and satellite equipment can’t use self-declaration and need separate WPC permissions.
Model Mismatch
The make and model on the ETA must match the product and its literature exactly.
Assuming ETA Is Enough
Most wireless electronics also need BIS CRS, and imports may need DGFT clearance.
Changing Bands Later
If a software update adds a new band, such as 6 GHz, a fresh ETA is needed.
