CCTV Cameras

STQC for CCTV: BIS CRS testing vs IoTSCS PPO

Most CCTV clients come to us for this. There are two separate tracks, and choosing the right one at the start saves months.

BIS CRS with Security ER

Needed to sell CCTV cameras and recorders in India. The model is tested against IS 13252 (Part 1) and MeitY’s Essential Requirement for CCTV security, and the report is uploaded for BIS registration. See BIS CRS.

IoTSCS PPO Certification

Needed when you supply CCTV to government buyers under the public procurement order. It adds validator involvement and STQC certification on top of testing.

Plan Both Together

Since STQC’s letter of 18 December 2025, you declare at CRS testing whether you’ll seek PPO. Filing both together avoids re-validation, extra tests and losing eligibility for tenders.

What’s Changed

STQC updates you need to know

From STQC’s scheme pages and circulars.

CCTV security testing is mandatory From 9 Apr 2025

CCTV cameras and recorders registered under BIS CRS must meet MeitY’s Essential Requirement for security of CCTV, tested at recognised labs including STQC labs. Analog cameras were taken out of the security requirement by MeitY’s notification of 12 March 2025.

Declare PPO intent when CCTV testing starts STQC letter, 18 Dec 2025

STQC labs now take an undertaking at BIS CRS testing on whether you’ll also seek IoTSCS PPO certification for the same model. Validation is mandatory for PPO; deciding later can mean re-validation and extra tests.

Website certification under GIGW 3.0 Revised Nov 2025

Website Quality Certification now follows GIGW 3.0, with a revised procedure and fees from December 2024 and revised accessibility review requirements issued on 24 November 2025.

Biometric and QR scanner certification UIDAI L1 devices

Aadhaar authentication devices are certified at L0 or L1 security level under STQC’s Biometric Device Certification Scheme, which also covers RD service, pre-certified hardware and QR code scanners.

How It Works

Your STQC certification in five steps

Each STQC scheme has its own rules, but most follow the same path. The steps below are for product certification.

1

Scheme & Scope Check

We confirm the right scheme, such as CCTV ER, IoTSCS, BDCS or S-Mark, the models in scope and any BIS, UIDAI or tender requirement behind it.

Day 1–2
2

Application & Documents

The application, agreement, technical construction file, product series details and fees go to the STQC certification body.

Week 1
3

Testing at STQC Labs

Samples are tested at an STQC or empanelled lab against the scheme’s requirements: security, functional, EMC, safety or environmental.

Week 2–8
4

Evaluation & Audit

Reports are reviewed, by a validator where the scheme needs one, and the factory or supplier controls are assessed.

Week 6–10
5

Certificate & Surveillance

The certificate is issued and the product appears in STQC’s certified list. Surveillance keeps it valid.

STQC + BIS + TEC + WPC

Electronics often need more than one approval

BIS CRS

CCTV, IT equipment, power adapters and many electronics need BIS registration alongside STQC testing. See BIS CRS.

WPC ETA

Wi-Fi CCTV, wireless biometric devices and IoT products with radios need WPC Equipment Type Approval. See WPC ETA.

TEC (MTCTE)

IoT gateways, trackers, routers and other telecom equipment need TEC certification. See TEC certification.

Overseas Manufacturers

STQC certification for imported products

Same Rules Apply

Imported CCTV, biometric devices and IoT products face the same STQC and BIS requirements as Indian-made ones.

Indian Representative

Overseas brands usually work through an Indian representative or importer for BIS filing and an Indian applicant for STQC. We help set this up.

Ship After Approval

Get testing and certification done before stock reaches Indian ports, so goods aren’t held at customs or rejected by buyers.

Pan-India Support

STQC testing and certification across India

STQC has labs and centres in every region: ERTLs, ETDCs and IT centres in cities including Delhi, Mohali, Jaipur, Kolkata, Mumbai, Bengaluru, Chennai, Hyderabad and Thiruvananthapuram. We coordinate with the right lab wherever you are, including:

Delhi NCRNoidaGurugramMumbaiPuneBengaluruChennaiHyderabadAhmedabadKolkataJaipurMohaliChandigarhKochiThiruvananthapuramand every other city
Avoid Delays

Common STQC certification mistakes

Wrong CCTV Track

Doing BIS CRS testing first and PPO later can mean re-validation and repeat tests.

Analog vs IP Confusion

Analog CCTV cameras are outside the security ER; IP cameras and recorders aren’t. The test report must say which.

Firmware Changes

Changing firmware or hardware after testing can void the result and need fresh testing.

Incomplete TCF

A thin technical construction file is the most common reason labs stop and ask questions.

Series Not Defined

Models not grouped into a product series each need their own testing.

Old Fee Schedules

STQC revises charges every financial year, so budgets based on old schedules fall short.

Quick Answers

Common questions about STQC certification

STQC certification is testing and certification by the Standardisation Testing and Quality Certification Directorate, an attached office of India's Ministry of Electronics and Information Technology (MeitY). It covers electronics, IT security, software, websites, biometric devices, CCTV, IoT, smart cards and management systems.
It depends on the product. Security testing of CCTV cameras and recorders for BIS CRS registration is mandatory, and Aadhaar biometric devices must be STQC-certified to be used with UIDAI. Many government tenders require STQC certificates. Other schemes, such as S-Mark, IoTSCS and ISO certification, are voluntary.
CCTV cameras and recorders registered under BIS CRS must meet MeitY's Essential Requirement for CCTV security from 9 April 2025, tested at recognised labs including STQC labs. Cameras supplied to government buyers may also need IoTSCS PPO certification from STQC. Analog cameras are outside the security requirement.
CRO testing under BIS's Compulsory Registration Order is needed to sell CCTV in India, and its test reports don't need validation. IoTSCS PPO certification from STQC is for public procurement and needs a validator. Since STQC's letter of 18 December 2025, applicants declare their PPO intent when CRO testing begins.
Fingerprint and iris devices for Aadhaar authentication and enrolment are certified by STQC under the Biometric Device Certification Scheme against UIDAI's specifications. Testing covers image quality, durability, safety, EMC, function and security, and the supplier's support systems are assessed. RD service software and QR code scanners have their own procedures.
Each STQC scheme has its own schedule of charges, reviewed every financial year. For example, STQC's published schedule for a fingerprint authentication device lists ₹20,000 application, ₹4,00,000 testing and ₹50,000 evaluation and certification, plus surveillance. We confirm the current fee in a written quote.
It depends on the scheme and lab queue. Product schemes usually take 6 to 12 weeks from a complete application, including testing. CCTV CRO testing can be quicker; PPO and biometric certification take longer because of validation and audits.
The S-Mark is STQC's safety certification for electronic products, based on IEC safety standards and run under ISO/IEC 17065. It includes factory inspection, product testing and surveillance, and can be granted on review of an IECEE CB report and certificate without further testing.
STQC certifies government and public-sector websites against the Guidelines for Indian Government Websites (GIGW 3.0), covering quality, accessibility and security. The procedure and fees were revised in December 2024, with revised accessibility review requirements in November 2025.
Yes. Imported CCTV cameras, biometric devices and IoT products face the same requirements. Overseas brands usually work through an Indian applicant or representative, and we manage the filing and testing in India.
Yes. STQC runs India's Common Criteria certification scheme for IT security products against ISO/IEC 15408, often required for network and security products in government and telecom projects.
