Common questions about GeM OEM registration and vendor assessment

GeM OEM registration gives a manufacturer OEM status and an OEM dashboard on GeM for its product categories. It needs a GeM seller account, brand approval and vendor assessment (VA) by GeM’s validation agency, or a vendor assessment exemption (VAE). OEM status is required to list products in Q1 and Q2 categories and to authorise resellers.
Vendor assessment is GeM’s online check of an OEM’s supply capability, done by a third-party agency, currently RITES Ltd. It has two stages: a desktop assessment of documents such as physical existence, GFR 144(xi) land border compliance, manufacturing process, category certificates and experience, then a video assessment of the factory, production and geo-tagged location.
RITES Ltd is the vendor validation agency named in Annexure I of GeM’s Vendor Validation Policy v5.0. After you apply on GeM, RITES login credentials are sent to your registered email and the application is completed on the RITES platform.
Under Policy v5.0, the fee is ₹871.61 + GST for turnover up to ₹20 lakh, ₹1,743.22 + GST for ₹20 lakh to ₹1 crore, and ₹3,486.44 + GST above ₹1 crore, paid directly to RITES.
GeM expects a VA to be completed in 15 working days and a VAE in 2 working days, subject to complete and genuine documents and excluding time taken by the applicant. Unanswered non-conformities can lead to rejection.
Three years, or until the earliest expiry date of any compliance document submitted, whichever comes first. Vendors should apply for a fresh VA at least two months before expiry.
Policy v5.0 allows a vendor assessment exemption (no video assessment) for: specified government entities, OEMs with a valid BIS licence (CML) for the category, OEMs recommended by a GeM buyer for its own-spec categories, UIP vaccine suppliers, drug and medical device licence holders, CMVR certificate holders, validity extensions, and KVIC, WDO, Coir Board, TRIFED and verified FPOs. A VA application is rejected if you’re eligible for VAE.
It’s mandatory for OEMs and optional for resellers. A reseller’s VA or VAE is processed only if the corresponding OEM holds a valid OEM dashboard on GeM.
A Deemed OEM is an Indian entity that represents a foreign OEM on GeM. It must submit a Deemed OEM Undertaking in GeM’s format along with vendor assessment, and comply with land border rules under GFR 144(xi).
Brand approval links a brand to your account in a product category. GeM’s Brand and Product Approval Policy v2.0 covers five request types (registered brand, registered brand + OEM, unregistered brand + OEM, unbranded + OEM, and OEM only), checks the trademark’s registered status and ownership, allows three attempts per category and has a 4 working day turnaround.
An online video call validates the geo-tagged location of your manufacturing premises against the declared address, your production activity for the applied categories and your manufacturing capability. If you can’t show all products in one slot, you can choose one additional slot (staggered assessment).
Yes. GeM reserves the right to physically assess an ongoing application or physically re-assess an approved vendor at no extra charge, and the new result can override the earlier one.
