CPCB Portal Update

EPR has moved to the Common EPR Portal

From the notices on CPCB’s EPR portals.

Single sign-on for every EPR portal epr.cpcb.gov.in

CPCB’s Common EPR Portal now provides single sign-on to all its EPR portals: e-waste, plastic, battery, tyre and used oil.

Plastic data migrated From 28 June 2026

The old plastic EPR portal was discontinued from 28 June 2026 and its data migrated to the Common EPR Portal. Registered units must verify their migrated data and report any mismatch.

FY 2025-26 annual returns on hold Schedule awaited

Annual return filing for FY 2025-26 is currently unavailable on the Common EPR Portal; CPCB has said a revised schedule and extended lapse period will be announced when the module launches. We track it for you.

Tickets, not emails CPCB ticket module

Unresolved portal issues must now be raised through CPCB’s ticket module, and stakeholder meetings run daily on weekdays.

How It Works

Your plastic EPR step by step

Registration is the start. The real work is meeting targets and filing returns every year.

1

Product & Volume Audit

We map your products to the rules and work out your obligation from sales or import data.

Week 1
2

CPCB Registration

Application, documents and fees filed on the CPCB EPR portal; queries answered.

Week 1–4
3

Target Plan

Yearly targets calculated and a plan to meet them through registered recyclers or a PRO.

After registration
4

EPR Certificates

Certificates bought from registered recyclers and transferred on the portal against your targets.

Through the year
5

Returns & Records

Quarterly or annual returns filed on time and records kept for CPCB audits.

Every year

Avoid Penalties

Common EPR mistakes

Selling Before Registration

Unregistered producers can face environmental compensation and can’t legally place products on the market.

Wrong Base Data

Targets are calculated from sales or import data. Errors carry into every year’s obligation.

Buying Certificates Late

Certificate prices and availability tighten near deadlines. Plan through the year.

Missing Returns

Late or missing returns can bring compensation and suspension of portal access.

Wrong Category

Declaring flexible packaging as rigid (or the reverse) changes targets and certificate costs.

No Registration Number on Pack

Packaging without the CPCB registration number and category breaks the labelling rule.

One Product, Several EPRs

Other EPR obligations you may have

A battery-powered device in plastic packaging can need e-waste, battery and plastic EPR at once.

E-Waste EPR

Electronics and electrical equipment under the E-Waste (Management) Rules, 2022. See E-Waste EPR.

Battery Waste EPR

Portable, automotive, industrial and EV batteries. See Battery Waste EPR.

Tyre Waste EPR

New tyre manufacturers, importers and waste tyre importers. See Tyre Waste EPR.

Used Oil EPR

Base and lubricating oil producers, importers and recyclers. See Used Oil EPR.

Quick Answers

Common questions about plastic waste EPR registration

Producers of plastic packaging, importers (of packaging, packaged products and, since 2024, plastic raw material) and brand owners, together called PIBOs, plus plastic waste processors. E-commerce companies selling under their own brand are brand owners too.
Category I is rigid packaging, Category II flexible packaging, Category III multi-layered plastic, and Category IV compostable plastic sheets and carry bags certified to IS/ISO 17088.
For Category I rigid packaging: 30% in FY 2025-26, 40% in 2026-27, 50% in 2027-28 and 60% from 2028-29. Category II: 10% rising to 20%. Category III: 5% rising to 10%.
From 1 July 2025, packaging must show the PIBO's registered name, CPCB EPR registration number and plastic category, in text, QR code or barcode, with resin and recycled content details as required.
Normally by 30 June each year. The plastic portal moved to CPCB's Common EPR Portal on 28 June 2026, and FY 2025-26 annual return filing is on hold until CPCB launches the new module with a revised schedule.
CPCB levies environmental compensation on the shortfall. Part of it is refunded if the shortfall is made up later: 75% within one year, 60% within two and 40% within three. The obligation remains even after paying.
Yes, every brand owner introducing plastic packaging into the market is covered; obligations scale with the tonnage you place on the market. We confirm what applies to you.
